Merely passing the state test shows only a bare minimum level of proficiency, which may not meet the level of proficiency required by the school or the teacher. Failing the class shows that the student did not master the material covered in the classroom or, perhaps, failed to completeall his assignments. You will get credit for taking and passing the test, but you won't -- or shouldn't -- get credit for passing the class. Sounds like summer school may be in the cards for you.
