The lowest setting for Picture duration defaults is: 0.125. If I am correct, I do believe that figure is less than one second?
In any case, you can change the duration defaults under Tools, Options and the Advanced tab in Windows Movie Maker. The lowest setting is as I mentioned above, and the highest is 5 seconds (unless you drag it out longer on the time-line of course).
You can change the Default Durations by:> Click on Tools. Options, Advanced tab> Beside Picture/Transition Default Duration, use the arrow key for adjusting time> Lowest setting is 0.125 (Picture Duration)> Lowest setting is .25 (Transition Duration)

I faced the same problem - I wanted to make a stop motion. So I imported all my images - and then went into "video tools" - then "edit" and then changed the duration to however fast or slow I wanted it to move past the picture. If you want to make only 1 picture move faster or slower, select it and then change the duration. If you need to make a stop motion and hence make all the images move faster [altering the fps - frames per second] then select all the images and make the change in the "duration" section. hope this was helpful!
The duration of a clip can be extended in iMovie by selecting the clip, pressing the I key to open the inspector and changing the time in the duration box. If this is for a still picture you can tick the box marked "Applies to all stills" to change the duration of all still images.

If you have the same laptop I have, it came with Windows 7 STARTER (this is important!) If you have Starter, you can't change the background. Ever. This seriously annoys me, but there is no way to change it. If you have xp or Windows 7 (NOT STARTER) usually there is the Control Panel, and then Appearance and Themes. Then select Desktop and change the picture. (If this is what you have!)
If you have your theme set to windows classic, you can only set your background to colors.
