I assume the apostrophes represent feet; it really doesn't make sense to multiply four numbers together. Or at least, in most situations it wouldn't make sense. You would have feet to the fourth power; but we only live in a three-dimensional world. Anyway, if you want to know how much it is, just multiply the four numbers together. The answer will be in feet to the fourth power ... whatever that means.

One place where such measurements can be used is to specify the work done by a pump - if you multiply the volume of water pumped (say, in cubic feet) by the height (say, in feet), you get feet to the fourth power - which is actually (once you consider some implicit factors) a measurement of the work done by the pump.
