Fractions are still used, such as 1/2 and 1/4. It's used for about 350 years.
From as early as 1800 BC, the Egyptians used fractions. There fractions were special because they all had numerator of 1. This is called a unit fraction. So a fraction such as 3/4 was written as 1/2 + 1/4. Fractions the way we use them now were first used in the 17th century in Europe. It is hard to really say who founded fractions since many of the early reference like the one for the Egyptians and Babylonians were fractions but not like the ones we use now.
Fractions are used in recipe... For eg:1/4tsp sugar

Can be broken down either way but fractions are more commonly used. A half inch can be .50" or 1/2".
Fractions can be used to express parts of 1. For example, instead of saying a part of 1, you can be more accurate by saying 1/2.
1/10: decimetre; 1/100: centimetre; 1/1000: millimetre. Smaller fractions tend to be used only by particle physicists!
It is a simple way of doing so.
A forward slash (/) is commonly used to separate written fractions, for example, 1/2 or 3/4.
