You can do this: 663 million = 663,000,000 = 6.63 x 108 That's the scientific notation way to write it. Note that in the explanation the problem was written as 1.3 million times 510 instead of 510 times 1.3 million. It doesn't matter which number you put first in multiplication. That's the transitive property of multiplication, but you probably already knew that. You can change the position of two number you are adding because of the transitive property of addition. But if you are dividing or subtracting, you can't move the numbers around because they don't have transitive properties, but you probably knew that, too.
