Heat stabilisers, pigments, lubricants,process aids, impact modifiers and fillers are all added to the raw PVC resin to allow it to be processed into a durable product. As far as I know, the PVC is not hygroscopic, it doesn't absorb the moisture. There are several types of PVC though, so there could be some hygroscopic PVC resin, but I haven't encountered it yet. Normally it is dried by hot air driers, which are not suitable for hygroscopic materials, therefore I assume PVC is not hygroscopic...
