How long a crotchet is is usually given in the tempo. For instance, it might say 120 crotchets per minute. The time signature at the start shows how many notes there are in a bar. This is to do with the phrasing of the music, not how long individual notes last. A time signature of 3/4 means that there are 3 crotchets in a bar.
