You treat each observation in a particular range as if it were the middle value of that range.
Range is the group of all numbers between the highest and the lowest in a set of values, and is usually included in the data necessary in preparing a graph.

All statistics are data because all statistics are formed of numbers and numbers are a type of data (numrical). But not all data is statistics because not all data is numbers, it can also be words, pictures etc. It's like saying all apples are fruit but all fruit are not apples.
Numbers can be rounded to 400 if they fall within the range of 350 to 449. This range includes all numbers from 350.5 to 449.49, as they would round up to 400. Therefore, there are 100 numbers that can be rounded to 400.
