∙ 14y agoIf the bar has a central axis that includes the fixed point, it's an axle. If the bar is affixed to the point and the axis of the bar is skewed with reference to the point, it's a lever. We're not splitting hairs here. There are some possibilities that were not addressed in the question, and it is hoped they were covered here. In the case of the axle, it isn't tough to visualize that. In the latter case, think of the bar as the handle of a dog on a marine hatch. Use the link below to see a picture.

The bar is a rigid straight finite object that is attached to one fixed point. The bar can be moved but the point where it is attached must stay where it is. In theory, therefore, the bar can be rotated around that fixed point in any direction. At the level of mathematics that your question suggests, the bar is movable in only one plane.

Rigid is immovable, unbending. Semi-rigid can move in a limited way.

The stiff rod to which you are referring is a LEVER. The pivot point is the Fulcrum.
