When you are writing an equation from a verbal description, you almost always just write it as you read it. But "less than" is an exception to the rule, as it would follow, not precede, the other term in the expression. "Is" always means "=".

Example: "The length is 2 more than 4 times its width" would be: L = 2 + 4W, or you could also write it as L = 4W + 2.

Example: "The length is 5 less than the width" would be: L = W - 5. You cannot write it any other way.

By looking at these two examples you should be able to answer your question.
