1/10 in cannot be represented in integer form as a number of 16ths of an inch.

But consider if we convert it to 160ths of an inch.

1/10 = 16/160......and if both numerator and denominator are divided by 10...

16/160 = 1.6/16....so it equates to a little over one and one-half sixteenths.

People who do not want to have to work with fractions purchase tape measures with tenths of an inch divisions. Some rules also have tenth of an inches divisions. It makes it real easy to read, for example, 5.3 inches. The next mark would be 5.4 inches. Some have marks in between the tenths, so the next mark after 5.4 would be 5.45, which gives you hundredths of an inch.
