A boat is insured by having a boat insurance policy which is a written contract between you and the insurance company. I don't know about river licenses. I imagine that if you intend to use it on a river, and a license is required, then having the license to operate on such waters will be a requirement within the policy. If so, and you take it on a river without such license, they will probably not pay for any claims arising out of such unlicensed use. You must meet the requirements of the waters where you intend to operate the boat. Just like those who use a boat in Ocean waters are required to have certain radio equipment and perhaps radar equipment. If you don't abide by the policy and legal requirements, the insurance company will not pay for losses. You must do your part for the company to do their part.
