It's the theory that once someone commits a crime, then everyone thinks about that person and what he use to do in the past. Example: If a man is caught sexually abusing children, then people start thinking "Well, he DID always like to be around children alot..." So its like after the crime happens, then people realize that that persons past acts were clues of what he might do in the future.
