There is no ideal weight. There is a range of healthy weights, and various ranges of unhealthy weights. Google "BMI" to get the ranges. However, it also depends on the muscularity of the person, so even the BMI ranges are not necessarily definitive (i.e. a body builder would likely have a high BMI, but is not considered "overweight").
These measurements give a BMI of almost 35. A BMI of 30 or more is considered obese.
95lbs at 5'5" is underweight. An appropriate weight would be at least 110 - 120lbs (which is still VERY skinny). Check out BMI calculators, with the understanding that teenagers/kids are typically should have a slightly higher BMI until they stop growing.
