They're hidden under a chrome plate on the front of the engine for aesthetic purposes. The large plate is easily removed and the plugs very accessible.
At least some Aerostars (like the 1990 3 liter) do not have an EGR valve, they use a 3 way catalytic converter.
Remove the belt first, then there are two 15mm bolts that hold it in place. Remove those and it should just wiggle right out.
