The Scale would be 40 to 1. 20 feet is composed of 40 six inch sections and the scale tractor is one six inch section representing the 20 foot original therefore 1=40

You need to be more precise with the length because a foot difference is huge when dealing with something which at 1:1 scale is just over 16 feet. If it is 4 feet your scale would be 1:4 but if it is 5 feet your scale would be 1:3.25.
