Assuming that premeter is a sloppy way of spelling perimeter,
you have 2*(L + B) = 70 where L = length and B = breadth
so that L + B = 35

Here you hit another problem. Conventionally, the length of a rectangle is the longer side but here the breadth is longer than the length!
