it depends, they all have different strengths and weaknesses. the best for F2p players is corrupt dragon platelegs. they have the same stat points as real dragon, but it degrades in 30 minutes. they also cost alot, so you should get rune plates. for members, i would say the torag platelegs if your not looking to spend alot of money, because they are the cheapest, and still have the same stats as the other 5 brother's armor. But if you have alot of money i would strongly suggest 3rd age melee platelegs.
world 2 is the best world to buy everythings
Probably Platelegs, but I'm not 100% sure.

No,it is not possible to change platelegs into plateskirts unless you trade with another player.
I suggest a full helm, body, platelegs, gauntlets, and boots of the best metal possible with a longsword and kiteshield.
Bandos tassets, Dragon Platelegs, or Veracs skirt
Guthix legs, they have better defence in everything but ranged.
Dragon arrows are the strongest arrows in runescape.

You are able to get dragon platelegs in 2007 runescape, but a platebody does not exist in that version because it had not been released yet. The dragon chainbody is obtainable though.
The easiest way to get it is to buy it from the Grand Exchange. There is also a plateleg shop from which you can buy it, but it's actually more expensive there. Yet another way to get adamant platelegs is to smith them yourself, from adamant bars - but this, too, is more expensive (due to the price of the bars) than actually buying the platelegs on the Grand Exchange.
Steel Titan, by far.
