Directly proportional relationships mean that if one of the related things is multiplied in size by a number, which we'll call x, then the other related thing is also multiplied by x.

Inversely proportional relationships mean that if one of the related things is multiplied in size by a number, x, then the other related thing is divided by x (or multiplied by 1/x , the two are equivalent as multiplication and division are commutative, if that's of interest....)

Things can also be related by higher order proportionality. If thing P is proportional to the square of Q (a proportionality of order 2) then if Q is multiplied by a number x, P is multiplied by x2.

In general though, if two things are in a proportional relationship it means that when one is multiplied by a certain amount, the other is multiplied by a related amount.
