O-Rings have 2 diameters. The first is the diameter of the rubber from which the ring is made, the second is the diameter that the ring forms. "Nominal" in the case of the former reflects the fact that the ring may not have the exact same diameter all the way around. This is due to the imperfect nature of its manufacture. "Nominal" when applied to the latter means that because an O-ring is inherantly flexible, its outside diameter is hard to measure exactly. The word "Nominal" simply means average, or most easily measured. Put a steel rule across an O-Ring in 1,000 different directions and you will always get a slightly different reading.
