A ratio tends to be a fix number that identifies an amount of one part that makes an amount of a secondary part. Where as a probability can change if the input changes.

Example:

3:5 says that for every 3 parts there will be 5 parts of something else, this ratio cannot change unless we add another factor. However, a probably can change based solely on rolling of a dice again.
