So, if you chose to write 102 as (100 + 2) then the question becomes

16*(100 + 2)

and THEN the distributive property can be used to express that as

16*100 + 16*2

You could, equally go for

(10 + 6)*102 = 10*102 + 6*102

Or split either number into any other convenient form of addition.
