If one wave completes, or passes a point, every 8 seconds, then the frequency is 1/8 Hz. = 0.125.

The dimensions have nothing to do with the frequency.

What frequencyis needed to break glass?

Its is not a quantity but a particular value that is needed. You cannot collect hertz as you can grams, or meters, or seconds. Hertz describes a state of a wave. And the exact value of frequency you need to shatter glass depends on the particular piece of glass you have. Each object has its own natural frequency.
