In anatomy, the perineum is the region between the genital area and the anus in both sexes. It is considered to be one of the intimate parts of the body. Common nicknames for the area include grundel, taint, gooch, guiche, nifkin, scranus (a portmanteau of scrotum and anus), barasch, bossman, and in some cases, choad.

The perineum is the tissue between the testicles and the anus in men, and between the vagina and the anus in women.
A male's testicles are found underneath the tail, right under the anus. In an intact and mature male, the testicles are very pronounced. If the cat is neutered, then the testicles will not be apparent, but will be a gap between the anus and penis where the testicles once were.

First, only males have testicles, but they are suspended , in a sac of skin (Scrotum), between the legs (more specifically between the penis and the anus).

There is a time in every fetus's life (a developing baby) when it could be either a girl or a boy. A Y chromosome will make it a boy, and a second X chromosome will make it a girl. The genitals are the same for males and females up to 8 weeks in the pregnancy. By 12-14 weeks, you can tell on an ultrasound what sex the fetus is. Once that is decided the tissue in the genital area becomes a scrotum if it will be a boy or labia majora if it will be a girl. But the structure starts out split open, so if it becomes a scrotum, the two sides fuse together. So the line from your scrotum to your anus is like sealed up labia. Other analogous structures: testicles = ovaries, penis = clitoris, vas deferens = Fallopian tubes. Of course, the urethra, bladder and anus are the same in both males and females, except the male uses the urethra for urination and ejaculation.

The best way to tell what gender a cat is, it by looking underneath the base of its tail. A male cat that has not been neutered will have two furry testicles right below the anus, and a penis right below the testicles. A neutered male cat will not have visible testicles, but there will be a noticeable space between its anus and penis. Spayed and intact female cats alike will have a genital opening (vulva) which is a tear-drop shape located right below the anus.
