Because when the Chinese came, they didn't have a written language of their own.
In China, the pronouncing of the word for the number four, is very similar to the Chinese word for death.
Saying the number 4 is okay on Chinese New Year, but it is considered unlucky by some Cantonese speakers since 4 is called å›› in Chinese and that sounds like æ­», which means death. It's fine with other Chinese who don't speak Cantonese.
Cloud in Chinese is written as 云, which is a character with 4 strokes. Chinese characters are always written in this order: top to bottom, left to right. :) 云 is pronounced yun (pinyin).
7/4 is not a whole number, and thus cannot be written as such. It can, however, be written as a mixed number. In this case, it would be written as 4 3/4.

In chinese, it should be written as 10月4号2013年. The pinyin is 10 yue4 4 hao4 2013 nian2.
The number 4 in Chinese is 四, which is pronounced as "Si". This word is rather similar to the word 死, which means death. This is why the number four is considered as a bad omen, or a unlucky number. Some buildings doesn't have the fourth floors, or any floors with the number 4 in it.
