To get from a decimal to a percent, simply multiply the decimal by 100 and add the percent sign. So, 4.16666667 is 416.666667%. Reverse this process to get from a percent to a decimal.

Remember that a fraction means division. Divide 7 by 11 and you have the equivalent decimal.
