Because it can do everything a calculator can do and a lot more besides. There are too many reasons to list. Things like being able to do graphs, or being able to see the lists of figures, rather than one at a time, a wider range of functions, the ability to do formatting, the ability to print out results and the ability to do much more complex calculations. Those are just some, but there are many more.

I'm in charge of upgrading the computer software in my office. Is Microsoft Excel the best spreadsheet software to use?

Yes, Microsoft Excel will be the best and most convenient spreadsheet software for your employees, especially if that's what they've used in the past. Actually, you should just add the entire Microsoft Office package instead of just the spreadsheet software. It'll cost a little more, but it will be better for you in the long run.

Why do people use spreadsheets instead of a calculator and a word doc?

There are many things that one can do easily with Microsoft Excel which can not be done using Microsoft Word and/or a calculator. These are far too numerous to list. Two quick and simple examples: using a spreadsheet you can filter data to show only the information you are interested in at a given point, or you can sort your data in to any new order that suits your need with only a few clicks of the mouse. The ways in which you can manipulate data with a spreadsheet range from the simple (as above) to the highly complex. The short answer is that Excel / spreadsheets allow you to store and manipulate data in ways that Word / word documents were not designed to do.

How do you convert Ms-word to Excel?

You cannot convert from Microsoft Word to Microsoft Excel as such. They are two different kinds of applications, one being a word processor and the other being a spreadsheet. You can copy and paste things from one to the other. Usually this would be things in tables, as a spreadsheet is based on tables and a word processor has the capability of dealing with tables. It is also possible to link them, doing a copy and instead of pasting, doing a paste link. You cannot convert from Microsoft Word to Microsoft Excel as such.
