Impossible to say without seeing it in person. It could be an off-metal strike (i.e. struck on a blank intended for a different denomination) which would definitely command a premium. Alternately, it could be an altered coin which would not be worth anything extra. Your best bet is to show it to a dealer or take it to a local coin show for an in-person opinion.
28mm will be the outside diameter. In the UK, depending on what BS standard the pipe is designed to, the thickness of the copper will be either 0.9mm or 1.2mm, the same as for 22mm pipe. assuming to thicker later type, then the internal diameter would be 28mm - (2*1.2mm) = 25.6mm
4 times the diameter of the cable

The Indian Head cent's composition is: 0.88 copper & 0.120 nickel; diameter is 19mm; and weight is 4.67 grams.=The Lincoln cent's composition is: 0.95 copper, 0.050 tin & zinc; diameter is: 19mm; weight is: 3.11 grams.=

There isn't a specific diameter. The thicker the wire the more current it can convey. This diameter will be part of your calculations for your circuit.

L copper is thicker
No If the hole is smaller then the diameter of the supply line
Modern seamless pipe is extruded. The process starts wit a large cylindrical ingot like a big fat copper washer being forced through a a smaller diameter die to create a smaller diameter but longer tube. This new tube is put through a similar process producing even smaller diameter and longer.tube and so on until the desired size is attained. Generally the process is continuous such that one long continuous tube is produced that can be travelling at extremely high speeds even though the input stage is quite slow. Each size reduction accelerates the product
To the left of copper appear nickel.
Inside diameter just like copper tubing
12 gauge.
28mm
Nickel is placed on the left of copper.
A thicker wire will transmit more current
Copper oxide appears as a black or dark brown powder after copper has burned.
