If in 16.8 second the boat travels 149m then to know how long it travels in 1 second you devide 149 meters by 16.8. This gives you 8.86904761904761904761904761904761... but since it is after all a boat in water and so many factors affect it the answer does not need to be this accurate... 8.86 meters per second is good enough...
