Neither.
They are usually not at all like aerial photographs since they show geopolitical features - including things like place names. You would be hard pressed to find a place name in a true aerial photograph - except perhaps for Hollywood!
Also, the shapes that they show for continents and oceans are approximate rather than the true shapes.
