What is wrong if one of the two outlets controlled by a GFCI breaker works but the other does not power appliances yet shows a live connection with a tester and changing that socket did not help?

It could be an open neutral between the first and second receptacles. Was this setup working properly at one time? IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOB
