The Likert Scale often uses a five-point format such as:
- Strongly disagree
- Disagree
- Neither agree nor disagree
- Agree
- Strongly Agree
You'd write your questions in the best possible way to elicit one of those choices.
You'd make the questions about "cheating on exams" as neutral as possible (i.e. without "You" as a beginning) to avoid triggering guilt or shame, and giving the person a way to answer honestly without being forced to admit "this is my conduct." Some neutral questions may be:
Cheating on exams helps students get ahead. (As a researcher, you'd hope your respondents say "strongly disagree").
Cheating is always wrong.
Remember to use yes and no views about the subject of cheating on exams so that respondents must independently choose their own answer from the choices.
If you want the questions to answer "this is my conduct", you'll need to discuss confidentiality beforehand so students are truthful on the scale. Example questions of "this is my conduct" might be:
I have never cheated in any area of my life.
I have cheated on 1 to 5 tests in (high school, for example.)
I have always stayed faithful to the person I'm dating at the time.
