If you're standing on the surface of the earth and your view is unobstructed, i.e. there are no trees, buildings, mountains, or people blocking your view of the horizon in any direction, then by turning your gaze left/right/up/down at will, you can center on any point in 50% of the sky, regardless of where on the earth you're standing.

Technically, this answer is approximate. It doesn't account for the percentage available to you if you're located at a high elevation. If you're anywhere off the earth's surface, like on a mountain top, in an orbiting space capsule, or on the moon, it's more than 50%. The question didn't specify your vantage-point.

wrong. imagine you are floating on a raft at sea level in the pacific on the equator. your horizon is only 3.2 miles in all directions. think about it please; you cannot see 50% of the sky maybe 30%
