A 200 amp service panel will require a # 4 bare copper ground wire.
In industrial wiring 'three phase' green or bare copper is the norm for a ground. In home wiring 220/110 single phase, bare copper is the ground
The bare copper conductor found in non metallic sheathed cable is the ground wire. On a wire count in a cable set the ground wire is never counted even though it is always there.
bare copper is pure copper, while tinned copper is having light coating of Tin over it, preferred where soldering phenomenon is req. while the bare copper is good conductor then tinned copper.

If you mean 2 bare copper wires those are the ground wires. Tie them together and then connect the light fixture ground wire which will be green or bare copper to those ground wires.
If you mean a bare copper wire, that is the "ground" wire.
Overcoat: Individual strands of tin copper stranded together & then covered with a tin coating. Topcoat: Bare (untinned) copper wire, stranded, then coated with pure tin.
Yes, if it is not an insulated wire. If it is bare copper it is always ground. But the hot and neutral wire are also copper, they are just insulated.
the bare copper is always a ground
# 10 bare copper.
On a 110 volt circuit, Black is hot, White is neutral, Green or bare Copper is ground. . Connect Black to the gold screw, White to the silver screw, and bare copper ground to the Green ground screw on the receptacle. On a 220 Volt circuit Black & Red are both hot, each carrying 110 volts for a total of 220. White is Neutral and ground is Green or bare copper.
The main electrical ground wire is sized to the service and is non insulted bare copper. Branch circuit grounds are green in conduit installations and bare copper again in house wiring cables.
Black wire to copper screw, white wire to silver screw, bare copper ground wire to green ground screw.
