The wire size and breaker are determined by the amperage on the conductor used to feed the load. Amps = Watts/Volts. 2000/220 = 9 amps. The breaker used to feed this size load will be a two pole 15 amp breaker. A #14 two conductor cable is rated at 15 amps but has to be de-rated by 80% for continuous loads. 15 x .8 = 12 amps. This de-rating is still within the amperage you need to run the heater. There is in the market place now a two wire cable that uses red and black colour coding for electric heating. If you just have a cable with black and white colour coding identify the white wire by wrapping a piece of black tape on both ends around the wire to signify that the cable is used for 220 volts. This keeps the next person that opens the splice safe, as it tells the person that the white wire is not a neutral wire and that the wire is to be consider as a "hot" wire.
