It is called a compass. No, not like the kind with North, West, etc. but the math type. In most cases, you might hold your finger down in a certain place on the compass to keep it steady, then put a sharp pencil in a little hole (the closer to the center, the smaller your circle), and draw a circle with the pencil still in the hole.
