Obviously you are talking about Virgin, the company. You'd have to be more specific about which case for anyone to be able to answer you.
Old enough that you have custody of yourself. Family court generally does take the child's opinion (at any age) into consideration, but they're not bound by it. Of course, at 18, you can live with anyone that's still willing to have you.

I can answer for the UK only. Previously, anyone in the home was allowed to consume alcohol under parental supervision as long as it wasn't considered to be ridiculous amounts and/or putting the person in danger. Your governing documents and the state association law govern their responsibilities, limitations and actions. If you believe -- and have evidence -- that the association's board has acted illegally, you can sue them. You can find an association-savvy attorney willing to take your case, and begin there with your stories, proofs and evidence. However, in the case of the association, remember that if you are an owner, some of your assessment dollars are being used by the association to defend itself against your suit.
