Hey Ray==I presume the fuse is blown is why you think there is a short. You have to examine the wiring to find where the wire is shorted out. If you have a trailer harness, start there. If the vehicle has been wrecked. look there as body men have a habit of pinching wires in the repair. If not, you just have to follow the wiring harness and find out where it is. Goodluck, Joe

Check the fuse first. If the fuse is good, check the wiring. If the wiring is good, my guess is that the fan has to be replaced.

I have not tried to install a seat heater. Assuming that you have a seat with heater that you wish to use, Subaru tends to not include the wiring unless that option was ordered from the factory. You will need to install all wiring up to the fuse panel.

yes you need to pull stereo out & you will see the fuse in the wiring harness. Do not have wiring harnesss in front of me but it was either the yellow or red wires. Just replaced my stereo.
If the fuse that controls the PCM relay for the fuel heater on a 1999 diesel keeps burning out, perhaps there is a short somewhere in the wiring. There is also a possibility that the ground wire for the fuel heater is no longer attached to the frame.
