The bar graph y-axis can show other attributes as well, such as accidents/ year, profits, costs, etc. The main attribute is the the categories are ranked from highest to lowest.
This graph is used to prioritize efforts to make improvements. It is most useful when there is sufficient reliable data and the causes of actions are easily determined. The example used in the link, of people coming in late, is a good example, if they are honest about why they arrived late.
I've included a related link on the Pareto Principle, which is also used by businesses and individuals in prioritizing efforts. If 80% of my weight gain is due to not exercising, perhaps I should join a gym instead of answering Wikipedia questions.
