Jiraiya of course, i mean, come on, Kakashi died against 2 pains and didnt kill even one(100% dead), and Jiraiya could fight the six of em, and killed one! :D so kinda like, duh Jiraiya way stronger
well actually kakashi did kill one of the pains remember he hit the pain with the raikiri when he tried to kill tendo pain. Oh and kakashi wasnt killed by pain he was defeated, because transported the nail pain tried to kill him with and then he save choji's life with the mangekeyo knowing that it would kill him and kakashi didnt know anything about the pains either only that their vision was shared. Am I not right? Personally I like both of them the best, but everyone underestimates kakashi's strength way too much seriously and he also doesnt even care about the reputation at all. He's very modest of his abilities.
