Best Answer

The Pentagon building in Arlington, Virginia, just outside Washington, DC, is the headquarters

of all branches of the US's military forces, and the site of the Department of Defense and the

Joint Chiefs of Staff.

Each branch of the military... the Army, Navy, etc. ... has a Chief of Staff,

and the person at the top of the military structure is the Chairman of the

Joint Chiefs of Staff. So far, it's not too surprising, until you go higher ...

The Chairman of the Joint Chiefs of Staff works for the Secretary of Defense,

the cabinet-level office presently held by Robert Gates ... a civilian !

The Secretary reports to the President ... also a civilian.

The President reports to you and me ... also civilians.
