That conundrum can be addressed in at least two different ways:
1). Because in going from the first problem to the second one, you've multiplied
the first factor by 10, and divided the second factor by 10, and the combined effect
on the answer of both of those changes is none.
2). For much the same reason that (2 x 144) and (18 x 16) and (24 x 12) all have
the same product ... there's no reason to expect that just because you changed
the factors, the product must change.
Whether the 70,000 is multiplied by 0.3 or 03 the answer is the same: 210000
