Great answer. Actually, racism had something to do with it. At the time, Virginia law required that any public building have separate restrooms for whites and blacks. Although federal buildings are exempt from state and local law, the military went along with this. However, when President Roosevelt visited the construction site for a tour, and saw the 'whites only' signs, he ordered them removed.
