Assume this is a ground fault circuit interrupter (GFCI) outlet. The GFCI looks for current that is flowing to ground, in a manner that could result in electrical shock to a user. The appliance that is being plugged in could be defective, the wiring connected to the load side of the GFCI may be incorrect, or the GFCI outlet could be defective. Try using another appliance. If the GFCI holds, the first appliance is most likely the cause.
It depends. It could be improperly installed. Outlets can be GFI protected by using a GFI rated breaker in the main panel box. Look for a breaker in the panel box that has a push to test button on it. Press the push to test button then plug something into the outlet to see if it still works. If the breaker turns off the power then it is GFI protected. To reset it flip the breaker to the fully of position then back to the on position.
You may have to locate the fuse box or circuit breaker box and reset or replace whats needed. Most outlets dont need to be reset unless they have little buttons on them, meaning it is a GFCI outlet - in which case it will have a little button that says reset on it.

I would check to be sure the power cord is securely attached, both to the computer and to the outlet. If you are hooked into a surge protector or outlet adapter, but sure it is on and not in need of being reset. Then be sure the wall outlet is working (plug in a lamp or radio or something). (Be sure,too, that your screen is powered on - I have had people who thought their computer was off when it was just their screen was not turned on!) If everything appears to be working and plugged in and your computer still will not boot up, I would either call a service technician, or carry it in to be checked - it could be the power supply inside of your computer box.
