It is a concept of refraction. The sun is starting to rise and the sun's rays hit the
clouds, causing it to seem like the sun is already starting to rise. The sun sets two
minutes later the same way.

Clouds have nothing to do with refraction.
-- Shining through air causes light to bend, almost always slightly downward.
-- If the light from the setting sun curves slightly downward on its way to you,
then it appears to you as if the sun is slightly higher in the sky than it really is.
-- In the couple of minutes immediately after the sun sets below the horizon,
it still appears as if it's above the horizon.
In very extreme atmospheric conditions ... like in harsh deserts ... the curvature of
light through air can be extreme, and objects can appear to be much higher in the
sky than they really are. That's how you get the 'mirage' of an oasis in the sky,
plus legends of flying horses and magic carpets, from the Arabian desert.

Long shadows are cast at sunset when the sun is at its lowest. The times of sunset (and sunrise) are readily available and may often be found in diaries.
the sun is visible to us about 2 minutes before the sunrise & about 2 minutes after actual sunset because of atmospheric refraction.By actual sunrise, we mean the actual crossing of the horizon by the sun. The time difference between actual sunset & the apparent sunset is about 2 minutes. The apparent flattening of the sun"s disc at sunrise & sunset is also due to the same phenomenon .
Atmospheric refraction makes the Sun appear higher than it really is.

This is called refraction and it is due to the bending of the ray of light from the star as it enters the atmosphere which has a changing refractive index at different heights. This effect occurs at all heights (angles) but is more noticeable close to the horizon and it alters the time of sunrise and sunset by a few minutes.
