Because 6.3 is like 6.30, 6.300, 6.3000...And 6.13 is 6.13, 6.130, 6.1300...

The zero behind the last decimal doesn't count.

now, bear with me here, multiply both by 100.

why is 630 (six-hundred and thirty) more than 613 (six-hundred and thirteen)?

subtract 600 from both of them.

is 30 (thirty) more than 13 (thirteen)?

in short 6.3 is 0.17 more than 6.13.
