Most scientists use trailing zeroes to convey a sense of how accurately the measurement is known (25 means "between 24 and 26", but 25.00 means "between 24.99 and 25.01"). Healthcare is an inherently inexact science, so knowing in detail how many significant figures are present isn't as important.
Also, given the notoriously bad handwriting of doctors, 25.0 is likely to be confused with 250, which could have disastrous consequences. Using the leading zero means that 0.25 doesn't get confused with 25 either (if there weren't a decimal point, there wouldn't be a leading zero).
