It would depend on how it is being used, but I would think it is referring to an amount of money or a number of items. A ceiling is the stopping point in a room so that's as high as you can go. Example, The ceiling on what I will spend is 3 million.

A couple of reasons come to mind for this revolutionary practice: 1) There is furniture on the floor 2) The upper part of the room is where the warmest air is 3) The lower part of the room is where the people are 4) Air conditioning is for the people
Heating vents should be located near the floor since hot air rises. If the heating vents are located near the ceiling the heat would stay there and not warm the room.
if it is placed near the ceiling the hot it release will go upwards and people in floor will not feel the hotness and it is because hot air is lesser in weight and it Will fly in the top.

Heat naturally moves to colder air. Place the heater on the floor and it will rise to the ceiling, as it is lighter than the cold air.
It would be better to place the heating vent near the floor because the heat will travel up and down, so that way the room would be heated evenly. If you place it near the ceiling, the heat would not heat the floor that well, since the heating vent sucks back in the heat
