For four very important reasons:
1. The ratio of foot size to other body measurements is only approximate at best.
2. The foot can grow (or stop growing) before or after the person stops growing vertically.
3. changes in nutrition during childhood and adolescence candramatically affect the height a person grows to, but if these changes occur after the foot has grown to a particular size, the foot does not 'shrink back'
4. Shoe sizes are not universal. Men and Women in America have completely different "size 12" shoes. Internationally the numbers change again.
An American Size 12 men's shoe is a European Size 45, (U.K. Size 11.5) which is 11.25 inches, or 28.6 cm
Likewise an American Size 12 women's shoe is a European Size 42-43, (U.K size 10) which is 10.875 inches(10 7/8 inches) which is 27.6cm
Even if you always refer to the same one size (American Men's Size 12 for example) the other 3 factors all change the other measures.
For the record, I'm a size 10.5 USA Men's and I am 6'2" (roughly 187.9 cm) (And a UK Size 10, European size 42-43 shoe)
