The short answer is: yes. An aircraft is, especially these days, a team effort. There could be the chief designer, and aerodynamicist, a structures engineer, an electrical engineer... Think of all of the parts that go to make up a 'plane and then think how hard it would be for one man to learn ALL of the necessary disciplines.
The government is usually pretty good in telling a prospective job seeker what is required for the job. If they are specifying electrical engineer I would think they require an EE degree from an accredited university. Also there are many specialties in EE from integrated circuit designer to a power engineer so you would have to meet specific qualifications of the job.

A typical experience a model can expect when attending a go-see would be to sign in and fill out a short form/application with basic info (name, age, stats, name of the agency the model is represented by and contact info). They then meet with the designer or the person in charge of casting and is told about the project they are being cast for. Then the model will change into a few outfits and do a runway walk for the designer/casting director. If the model has a portfolio then designer will look through it and may ask some general questions about the type of work the model has done before, as well as their dates of availability if they should be chosen for the gig. Before leaving, the model will either give the designer/casting director a headshot or comp card or the designer will take a snapshot to keep with the model's application.
